I recently changed out both of my cylinders. I could not get the inner seal out using compressed air. At the recommendation of Hobo NC - I pushed the rod all the way in, used a 1/16 drill bit to make a tiny hole in the seal between rod and cyl, and screwed a dry wall screw in the tiny hole - the seal rode the dry wall screw out. I used a 3/8" deep 9/16" socket to tap in the seal.

If the cylinders are the same you can use Edelmann #7877 available from Rockauto.com for $9 - it contains an extra inner seal but has everything else. The bushing will require you to use a pic to get it out but not hard since you are replacing anyway.

Can you do it without removing the cylinder? Maybe so. If you remove the drag link end from the cylinder and have some way to support it while you work on it.
